Magsaysay People Resources Corporation (MPRC) along with its manning units–Magsaysay Maritime Corporation (MMC), Orione Crew Management Inc. (Orione), Navia Crewing Services Inc. (Navia), and Magsaysay MOL Marine Inc. (MMMI)–in collaboration with Corporate Legal and Magsaysay World Communications (MWC), hosted a Forum on the Implementation of the Magna Carta of Filipino Seafarers on January 16 at Robert Hall, MIHCA Manila, Times Plaza Building. The event featured the leadership of the MPRC manning units and guest speakers, including the principal author, Hon. Ron Salo from the House Representatives (Kabayan Partylist) and Atty. Herbert Tria from Del Rosario & Del Rosario Law Firm. The forum was conducted both onsite and online via Zoom.
Seafarers and fleet staff were able to ask questions and clarify some salient points of the law. They were able to discuss the implementation of:
· Mandatory insurance coverage
· Referral to a third doctor
· Legal assistance and representation
· Medical access onboard
· 80% allotment that includes basic plus guaranteed/fixed overtime pay
The Magna Carta of Filipino Seafarers (Republic Act No. 12021) is a comprehensive law enacted to protect the rights and welfare of Filipino seafarers. Signed into law on September 23, 2024, by President Ferdinand Marcos Jr., it aims to ensure fair and safe working conditions, promote full employment, and provide equal opportunities in the maritime industry.
The event included a signing of the Memorandum of Agreement (MOA) of the Mental Health Wellness Program, in partnership with Magsaysay Training Center (MTC), and supported by Homer Foundation, Inc. (HFI). The program is a modified HFI program implemented by MMC’s Crew and Family Engagement department. Presidents of the MPRC manning units signed the MOA to signify the start of its offering.
